I sold my iphone!
Before I sold my phone I saved everything on the cloud. When I signed in, everything had been deleted and he was using still signed in!! What do I do??

Did you forget to sign out of your iCloud account on the iPhone before you sold it?
You needed to have followed the steps outlined here to correctly prepare the iPhone for sale: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
This would have entirely erased the iPhone, and removed your account from it.
There nothing much you can do at this point to get the data back sadly. However you should still remove the iPhone from your iCloud account as explained in the section titled "If you no longer have your iPhone, iPad, or iPod touch" in the support document linked to above.
You will erase the phone with this procedure. So contact the buyer and tell them this will happen.
