How can I get to safari settings on my iPad?

How can I get to settings for safari on my iPad ? Some websites are requiring me to accept cookies and pop ups.

Try Settings -> Safari

There is no per-domain control, though, so you'll be at the mercy of pop-ups from other sites too.
