refund

I bought useless app by mistake. When i wanted to refund it with reporting a Problem, they give me "We've determined that your purchase does not meet the conditions for a refund." but why they can determined like that? I can't call to Apple, cause in my country we haven't apple centre. what can i do?

Purchases are considered final as you know, but you could try contacting iTunes Support via : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
