I can’t download free apps

I had to pull my credit card off because I had apps charging it multiple times, now I can’t even download free apps.… why ?!

Why? Probably because you have unpaid bills.

View your purchase history and understand exactly why you’re being charged. Instead of removing your payment method, deal with the issue on the vendor’s end.
