Erasing iphone
Is it possible that erasing iPhone 5 could solve the updating issues with some of applications,like telegram or waze?

Simply erasing may not. Restoring to a new version iOS is likely a wiser step.

Thanks,you were right,iOS 10.3.3 updated to 10.3.4 and it solved but updating did not happen until I erased the iPhone.
