Photo size when using optimize storage?
Is there a set pixel dimension for the downsized photos or is it dynamic?
Will iOS automatically send the full resolution when I text a photo to someone?

To send full resolution photos with iOS messages, you can turn off the "Low-Quality Image Mode" in Settings - Messages - Low-Quality Image Mode, which is at the bottom of the messages settings. When the mode is activated, the photos sent are usually around 100KB.
