Unable to add a payment method

I removed my old card and tried adding the new one, but it always says “The iTunes Store is unable to process purchases at this time. Please try again later. It’s been more than three months now, the problem still persist. Please help.

You've tried on both your phone and computer's iTunes ? If you have : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
