I have a 5C. it has 10.3.3 when I open up, it tells me that it is "up to date." Clearly this is not correct as my wife's phone is already on 12. something.
How do I get my phone to update to current iOS software??

Model 5c can't support iOS versions beyond 10.3.x.
Model 5s or later can support current iOS version (now 12.4).

10.3.4 is not released for the 5c, only the 5 and iPad 4th gen with Cellular.

Correct. The 5c is too old to support the latest version of iOS. It can't be upgraded past 10.3.3.
