All iPad Mini 5 sold in the US comes this way:

All models

  • Gigabit-class LTE (Bands 1, 2, 3, 4, 5, 7, 8, 11, 12, 13, 14, 17, 18, 19, 20, 21, 25, 26, 29, 30, 34, 38, 39, 40, 41, 46, 66, 71)4
  • Data only5
  • Wi-Fi calling4
  • eSIM6

They should work on any network in the US as long as they support data for iPad.

If you are not in the US, you would best be advised to buy your iPad in the country where you will use it.

Verizon, like most other US Carriers, are using LTE, which this iPad is perfectly capable of using. I'm not sure ( but can't absolutely say with 100% confidence) Verizon is using CDMA anymore on newer LTE capable devices.

The net of this is if you buy an iPad Mini 5 from Apple, you can take it to any carrier in the US who supports iPad, which would be AT&T, Verizon, T-Mobile, Sprint, etc.

Gone are the days of having to buy a carrier specific iPad in the US.
