What can an iPhone do that an iPad mini cannot?
What can I not do on an iPad mini that phone can if I have cellular on the iPad mini?

Cellular (on iPad wifi+cellular models) must be read as "Cellular Data" only.
In other words, and iPad is not a Phone, and the cellular function is just to let you surf the Internet if you're far from wifi networks.
