If you don't want photos taken on your phone to sync to your Mac and iPad, on the Mac, go to System Preferences/iCloud and uncheck Photos syncing. In the Photos application, go to Photos/Preferences/iCloud and turn iCloud syncing off. On the iPad, make sure you have full resolution photos in the Photos app, then got to Settings/Your Name/iCloud and slide photos syncing off.
You should then be able to delete the photos from the Mac and iPad.

Where does it say if they are normal or thumbnail? Also the photos do appear to be low quality, I'm pretty sure they are lower resolution photos. Does that mean they are thumbnail? If so what should I do next?
If they are low resolution, then they are thumbnail. If you want to keep them on the iPad, go to Settings/Your Name/iCloudPhotos and turn Optimization off. Allow time for full resolution photos to sync. It may take a while. Once all the photos are full resolution, go to Settings/Your Name/iCloud and slide photos syncing off.
How do I make sure I have full resolution photos on the iPad?
Open the Photos app and look at the pictures. They should appear as 'normal' pictures and not thumbnail photos.
