bought a phone that is not stolen or active. but it is stuck in activation code needed

i have no apple id or password for this iphone and no previous owner

no sim card

can i reset this phone or is it not usable

i have a itune account with my iphone

If it is asking to for the Apple ID and password for the Activation Lock page you need to get that from the previous owner.
