Reset Apple series 4 GPS after too many passcode attempts with an unpaired iPhone.

I was not able to sync my Apple Watch, series 4 GPS, with my new iPhone, XS, after my old had to be replaced. Now my watch has 'too many passcode attempts', thanks to my 3 yr old. How can I get them synced and watch working again?
