Can I manually enter a workout for yesterday to close my exercise ring?

No you can't.

You can enter the workout information in the Health app on your iPhone, but it will not count towards your activity rings.

Exercise (and stand minutes) showing in rings once deleted everywhere else I’ve deleted workout and exercise minutes from health app but it is not reflecting this on watch / activity rings. There should be an easy way to delete an incorrectly entered workout without causing these issues… anyone?
