You cannot use Apple Cash if you do not verify your ID. You must be at least 18 and in the USA. Identity verification for Apple Cash - Apple Support

If you're not interested in sending or receiving money using the messages app, but rather just want to add credit or debit cards and pay in stores or online (standard Apple Pay features), you don't need to verify your identity. Just go to settings>wallet & Apple Pay and turn off the 'Apple Cash' toggle switch near the top of the page.

Apple Pay does not ask to verify ID. Only Apple Cash.

I know, but it seems that for some users the notification asking to verify the identity for Apple Cash somehow obstructs access to the rstandard Apple Pay features that don't require identity verification such as adding credit or debit cards to wallet, so it may be necessary for those users to go into their iPhone settings and turn off Apple Cash as I suggested in my other response to Fernando to stop seeing the obstructive notification if they're not interested in using Apple Cash. I have seen this question from several people and it's never answered properly.
