Remove Download in iTunes is deleting from Library

I am using the latest version of iTunes for Windows (12.9.6.3) and now when I select a song or songs, right click and choose "Remove Download" instead of moving the file to the trash can but keeping the library entry it is actually deleting them completely from the library. The files are permanently deleted, not moved to the trash can, and the songs removed from the library.

I am using Apple Music and this happens with both matched and uploaded songs. Previously I could delete local files and re-download AM versions but as I said Remove Download now just deletes.

Any ideas? I have tried uninstalling/reinstalling iTunes. Restarted Windows. Not sure what I'm missing.

First off see Backup your iTunes for Windows library with SyncToy - Apple Community and make a backup of your library. If you have iCloud Music Library enabled then remove download should indeed remove the file completely from your computer while maintaining a cloud link that can be used to stream or download the track in question at a future date. If you're using a view or smart playlist that shows only downloaded content then removing the download might make it appear that an item is removed from the library when it isn't.
