Cannot make purchases

Hi please I need your help, I am not able to make purchases from my Apple ID account,what do I do? It says unable to complete purchase anytime I try thanks

What is the full text of the message ? Does it include saying to contact iTunes Support ? If it does, have you done as instructed and contacted them ? If not you should do so : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
