Title may be a bit much, but basically when I go to the purchased section on itunes, using a PC, I can go to the "not in my library" section and it lists a few songs. It is not giving me any option to download them though.
Reinstalling doesn't seem to work either. I went ahead and deleted all green day songs I could and here's the screen in the purchased section for all greenday songs. Hopefully it better illustrates what I was talking about. I would assume those clouds on the right are what you are talking about. Also not sure why I see the HD checkbox.
You should see cloud download links just to the right of the track time. You shouldn't be seeing the Download HD When Available control as that only applies to Movies and TV Shows. reboot your computer and try again. Try resizing the iTunes window. If you still don't get the links I'd reinstall iTunes. Note that your main iTunes library should also show any unhidden and undownloaded purchases with cloud links which can be used to download them.

Cloud download link like a symbol of a cloud? because those do show up for other songs that are not in my library, it's just that handful they do not show up for. I'll go ahead and reinstall and hope that works. Thank you for your help.
Try Edit > Preferences > Advanced > Reset Cache.
