i have'nt specified a payment method but i can't download a free app in AppStore without this page where i must inform it. How to do?

To set up a payment method.

Apple ID payment information - change

If you want to try setting it up without a payment method.

Apple ID without a credit card

Apple ID - If you can‘t choose None when you edit your Apple ID payment information
