SIM TOOLKIT: Unwanted ads for paid subscriptions from my local provider

I am looking for a solution to stop receiving intrusive Ads for paid subscriptions from my local carrier.

When I go to Sim Application, they don't have any option available to turn this off. Yet this pop alert msg shows up random regarless if the iPhone is at Lock Screen, Home Screen or using any APP, wihch makes the iPhone an adware device.(Below an example showing in the Locke Screen.)

Any help is appreciated.
