How do I sync music from my iPad to iPhone without using a computer or Apple Music?
You never mentioned it was for purchased music. Purchased from where exactly?
If it was purchased from the iTunes store, then you can download it directly the the iPad from your Purchased list, assuming you are using the same Apple ID on both devices.
Follow the steps here: Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support
Turn on iCloud Music Library with Apple Music - Apple Support
Other than this, you don't.

Apple is not forcing you to do anything. The alternative to using Apple Music is to use iTunes on a computer. Don’t make it sound like you don’t have a choice. You may not like the choice, but Apple isn’t forcing you to do anything.
If you do not want to subscribe to Apple Music to get iCloud syncing of music between devices, then your only other option is to sync individual iDevices through iTunes on computer.
As I stated, no other options exist.
Thank you for your help, it is clear that my choices are limited. The fact that I purchased music on my iPad and cannot use that music on my iPhone without a computer or Apple Music subscription is very disappointing.
If you purchased this music from iTunes on one device and want the same downloaded music to appear on your other devices. there are two ways to do this.
Go to tbe other iDevice without the purchased music on it.
You can go into the iTunes Store app and under Purchases, in the media purchased listings that appear, look for and re-download the music from that location and that will download the music content to that device.
The other way is to go into Settings app on both devices, under the iTunes and iOS App Store setting, under Automatic downloads, toggle ON music on for both iDevices.
Anytime you download music from iTunes on one device it will automatically download to the other device.
Best of Luck to You!
Your answer suggests that Apple policy would force me to subscribe to Apple Music if I want to sync my devices, is that correct?
If you want to use the iCloud Music Library, then yes as it is part of the subscription service.
Otherwise, using iTunes on a computer (Mac or Windows) is simple, quick and free.
Just one thing to add to that good explanation. As long as the two devices are using the same Apple ID
Yes.
All iDevices need to using the same Apple ID.
Good catch!
