I turned off the icloud backup. Then, after I turned it off, the phone starts to go on and off. What will I do? How can I fix this?

Do a backup and try a factory reset. Then restore from your backup.

I have a iPhone 6+ and if I need help I always call the Apple Care telephone number to help me solve this. Apple Care telephone is 800-692-7753 and a computer voice answer the telephone then ask your question so the computer voice can direct you to the right person to help you solved your problem(s). You start off with a level 1 person then he or she can't solved it for you then ask for a level 2 person to help you and it goes up to level 9 the highest. OR if you want you can screen share with a Apple Care person on your iPhone if needed as a option.
