I keep getting account already exists, and have failed to find the solution in your database. I have an iPad Pro with software version 12.4 and iPhone X.

If nothing else works, delete the accounts in Accounts & Passwords, then reenter them there.
Go to Settings > Accounts & Passwords
Make sure all your accounts are set up correctly there.

All the mail will reload once you reenter the accounts, if that's what you're asking If you have Keychain enabled on your device, your iPad and iCloud will keep your passwords stored.

What exactly is your issue?
I deleted mail and reinstalled it, now when I try to use it, I can not get passed the message ‘account already exists ‘ .

Evidently they are! I hadn't changed my Avatar in many years and certainly got the idea from others.
