My App Store account has been disabled

My App Store account has been disabled because there is a payment due but the card I am supposed to pay this off with has been closed by my bank. I now have have a new card and would like to pay this off on there so I can use my App Store.

In such a situation, you need to contact Apple directly explaining your problem. See this article:--> If you see a message that says 'Your account has been disabled in the App Store and iTunes'
