Two charges for iTunes was charged on my account one for $9.99 which is correct but the second one for $11.99 is not correct

You've looked at the iTunes account's purchase history ? If you claim you didn't do the $11.99 contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
