Apple has eliminated Mail Stationery which was the previous way to layout a complete, reusable (html) page that would allow you to do this. You can instead, place a corporate image in your signature if you are so inclined.
Email signatures go at the bottom of emails - just like they do on real letters. It is not possible to have a signature at the top and the bottom.
Some people used to use signatures as a form of 'stationary'. You could have a signature as such and then type in to the middle of the signature after you have created a new email based on that signature.
Many email recipients disable auto display of images in email for security reasons. So your logo will not be seen by many/most recipients.
