I'm lockeded out of my iPad mini and I put in my apple ID and password and it won't let me in, it keeps saying activation lock
Hello,
The iPad is locked with Activation Lock. There is no way around unlocking Activation Lock without inserting the device’s associated Apple ID. If this is not an option you will have to find the original receipt for the device that clearly shows the serial number. Once you have this document you can have Apple unlock your iPad.
Install the iTunes app on your computer from here.
iTunes - Upgrade to Get iTunes Now - Apple
Then, follow these instructions.

If you forgot your Apple ID password - Apple Support
Once you get your iPad back up and running, do a backup of your iPad's data to iTunes on your computer, as well.

Try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
See what happens.
