My son has an itunes GC loaded onto his device. He is required to get parental approval to purchase apps. When I hit approve it ends up charging our credit card on file NOT his GC loaded on his phone. How do I get it to deduct from the GC?

Was the gift card redeemed onto his account (gift cards are redeemed onto an account, not a particular device) ? If it was, and if that is the account that he is using, contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
