Purchases with parent approval

If I am the parent and have funds on my itunes account, why is my credit card being charged when I approve of a purchase for a kid? I also have Google Play credits and when a family member purchase an app it deducts it from my Google Play balance before charging my CC. I want to know how if there is a way to have it deducted from the itunes credit first before charging my CC.

If the balance is on your account, only purchases you make will be deducted from that balance. The balance is tied to the Apple ID account and can't be used by another Apple ID, even with Family Sharing set up. You would have to add a balance to the Family member's account for it to be charged/used before the credit card is charged.
