i have gift card loaded on my Apple ID. When I make App Store purchases from my account it charges to the apple balance but when my children on family sharing makes purchases it gets billed to the credit card on my account. I tried searching for this and it says everywhere that apple balance should be charged before charging the card.

That doesn't apply between accounts in a Family Sharing group; the credit would need to be on the purchaser's one, not the organizer's.
