Apple Pay
In the wallet app it won't let me add a card it says this "this iCloud account cannot be used for Apple Pay."

Where are you located? Where was your Apple ID created? If you are not in one of these regions (Countries and regions that support Apple Pay - Apple Support) you cannot add a card to Wallet. You may still be able to add a card to Apple ID though.
