this icloud account cannot be used for Apple Pay

When I try to add my bank card to my apple wallet I get this message: “this icloud account cannot be used for Apple Pay“ What do I have to do to make it work?

iPhone 7, iOS 13

Is the account setup as a child account? If so, for legal reasons, you are unable to use ApplePay.

Also, check your country supports ApplePay.

I searched it up and I do have to be 16 to use Apple Pay! Thank you!

It is possible that in some areas you need to be 16 to use Apple Pay.
