After updating iPhone 6 to 12.4 my personal hot spot does not appear in choose a network

Head to Settings > General > About.

Wait a little if the cellular update appears. If it does, update.

If no, contact your carrier, cause they provide you with that option.

Software version 12.4 is there. Yesterday i reset network settings and and put the WiFi router password in.

so your saying that i need to contact my provider.

Not your Wi-Fi provider, they have nothing to do with a personal hotspot.

Your carrier, mobile phone service provider.
