“Not enough space available” for importing from SD Card, but I have plenty of space available. BUG?

I’m trying to import photos and videos via a micro SD card reader to my iPad Pro, but I am getting the following error message:

’’ Not enough space available. Importing requires 8.4 GB more space. Select fewer items or make more space available by removing videos, photos or songs’’

The problem is I have 828GB of storage available on my iPad and about 1TB on iCloud, so I definitely have plenty of storage available.

I didn’t notice this bug until iOS 12.4, but not sure if it’s new or not.
