App Store not downloading apps after pressing "GET" button

When I press get in the app store, it makes that loading circle and goes back to the get button. I can press "get" rapidly but nothing happens. Please help! I did everything I could find on the internet to solve the problem. I did the sign out and sign in to apple ID. I did the time setting thing. I even made a complete reset to factory settings but that does not seem to help. Now I'm stuck on my stock iphone without a chance to use any other apps than there is from beginning.
