I’m from iraq

How to add a Master Card to the Apple account note that there is no State of Iraq in the list of countries and when I add the card the account does not accept.

There is no iTunes nor App Store in Iraq which is why there is no mechanism to link payment to your AppleID (since there is no support for online purchases from Apple in Iraq).

You've taken the device outside of Apple's area of currently doing business. You won't be able to set up the account where you are.
