Using Thunderbolt display with PC

I have a Thunderbolt (2) monitor that I would like to use with a PC (using DisplayPort or VGA). Does anyone know what type of adapter or converter would allow this to work? Also, I have seen some accounts that the Thunderbolt monitor might have problems turning on and off since the signal is supposed to be provided by the computer. Will there be issues turning the monitor on and off from a PC video interface?
