Why was I charged $30 by Apple to upgrade to a new iphone AND $30 by AT$T to upgrade the phone?

WE have an AT&T family plan. We just recently upgraded to an iPhone XR through the Apple website. The charges from Apple for the phone included an upgrade fee of $30. The subsequent bill from AT&T wireless included a one-time upgrade fee of $30 for the iPhone XR. I called AT&T and was informed that Apple charges its own upgrade fee, which is separate from the AT&T upgrade fee. Is this true? There are two upgrade fees? I remember only the AT&T fee from past upgrades. Anyone else experience this new form of highway robbery?
