Why can I not set up apple pay if my bank is supported by apple pay? It is Schools First Federal Credit Union. And this also does not allow me to set up my Apple Music.

Make sure your region is correct on your Apple ID and on your phone. Make sure you are using a passcode/Touch ID on your phone. You must add your card as a payment method for your Apple ID to use it for the iTunes/App Store.
