iPhone 5s breaking activation code...

I purchased a broken iPhone and repaired it but it is activation locked by previous owner. I purchased from a 3rd person/party... owner info unknown. Can it be broken?

No. There is no way to deactivate the Activation Lock except with the assistance of the original owner who set it.
