is safari search history shared in family share

There is some stuff showing up in my young grandson's search history on Safari on his iPhone XR his mom purchased for him. She has him in family share and there are only 3 people on the plan. He swears he did not visit these sites. Can someone else's search history show on his phone if they are in family share?
