How to make brightness to stay the same on iPad

I turned off the automatic adjustment in brightness setting on my ipad air3 and set the brightness level the way I like it, but still whenever I move when I am near the light, the brightness adjusts itself automatically, it’s very tiring and annoying, I would like to turn it off and I have a solid setting all the time how to do it?
