I wanted to use the flashlight on my iPod Mini 5 but there is no flashlight option in the Control Centre although I have it on my iPhone 6 Plus.
Does Apple not offer it on iPads?

Flashlight is available on iPad. Could you please post a screenshot of your Control Center?
To clarify.
iPads with no rear, external LED flash have NO native iOS flashlight app.
There are third party flashlight apps for iPad that illuminate the iPad's actual screen, instead.
Find lots of iPad screen light/flashlight apps in the iOS App Store.

I don't think this is an available option on iPad Mini. If you look at the back of the Mini 5, there is no flash next to the camera lens. For the mini to offer flashlight, there would have to be a flash.
You are correct, iPad mini does not have a LED flash. It has been a few days since I have used an iPad mini and I was wrong when I thought it had a LED flash.
