why can I receive text on my series 4 watch when I don't have my phone but I cannot respond

New Apple Watch 6 I have an Apple Watch 6 series and if I leave my home, I continue to get the red phone with a line across and stop receiving notifications. Why? I do not have the cellular model but I would think I should still get my text messages on watch. As long as it’s connected to my iPhone.
