If I backup my texts in ICloud can I delete all the texts on an iPad and not lose them in the cloud or my iPhone?

If you are syncing Messages using iCloud, they won't be included in an iCloud backup. They also will be deleted from all devices/computers if you delete them from your iPad.
If you aren't syncing Messages using iCloud, you can make a backup to save the texts. You can then delete them from the iPad without deleting them from the phone.
