iCloud lock
why am I not able to unlock my Apple Watch that I bought from a third party person due to its iCloud I understand that it’s for security, but not everyone is a thief.

Contact the person that you purchased the Watch from and they will have to remove the iCloud Lock. No one here, nor Apple can remove that, only the person that put it there. If you cannot, or they cannot, then the device is worthless.
