The double tap isn’t working on my new Apple Pencil 2...
When something odd happens with Apple Pencil. Unpair, then pair it again.
Settings > Bluetooth > Tap the little circle with the i in it. Tap forget this device. Then attach the pencil again and pair it.

Lat's shot. Reboot your iPad:
Press and quickly release volume up button
Then press and quickly release volume down button
Then press and keep holding the power button (keep holding past swipe to power off) until you see the Apple Logo, then let go.
If that doesn't solve this, then it's time to schedule an appointment at your Apple Store Genius Bar.
OK.......Go to Settings> General > Accessibility > Apple Pencil > Is Double Tap Gesture turned on?
When you go to Settings > Apple Pencil do you see the blue light blinking for double tap there?
Then it's time to reach out to Apple for further assistance.
Yes. It shows the white pencil and the blue dot blinks as if to double tap it.
Yes it is. It was working fine yesterday and then all of sudden today it stopped working
