Why can’t my iPhone and iPad connect via Bluetooth? They don’t even see each other

Because they're not designed to pair with each other via Bluetooth.

What exactly were you hoping to accomplish if they did?

Hello,

Apple devices will not appear in Settings -> Bluetooth. What is your end game with connecting an iPad and iPhone through Bluetooth? Are you wishing to share files between the devices?
