Unless you want to restore the iPad from the backup of the iPhone at initial setup, you'll need to arrange the apps manually, by resting your finger on any app until they start to jiggle, then move them with your finger any way you choose. You can move them into folders, or on pages in any order you like.

Apple is moving away from iTunes altogether on Mac. They now intend for us to manage apps directly on our devices. This is all quite on purpose.
If you have an older version of iTunes, pre v12.6.x) it is possible to arrange apps in iTunes, but you'd have to go out and find a version of it, which may or not be too easy.

Special older versions of iTunes here.
This special version of iTunes works with newer Mac OS versions and work with all newer iDevices and will still save iOS apps from your iDevices right within iTunes, like it used to do many versions, ago.

iTunes 12.6.5 for the Mac requires OS X El Capitàn 10.11.4 or later. Not sure of Windows PC requirements on this version.
If you have already downloaded the recent 12.7/8/9.xversions of iTunes,
BEFORE INSATLLING THIS SPECIAL OLDER VERSION of iTUNES,
if you use iTunes on a computer and already have an iTunesLibrary, you will need to find the iTunes Library folder
on your computer ( usually located in folder labelled Music ) and, temporarily, move/copy this folder to another location so you do not accidentally write over your existing current iTunes library.
For this older iTunes version and once it is downloaded and installed on your computer, at launch, hold down the Opt/Alt key on your keyboard while launching this older iTunes version, so you can create a new Tunes library OR simply COPY over our previously moved newer iTunes Library back into this older iTunes versions Library folder location.

I want to organize app on an iPad to be identical to those on an iPhone.

Do you own two iPads and want to set up each device the same way for all of your apps?
Currently, there is no easy way to do this.
Not even sure, at this time, if you can still connect an iPad up to iTunes on a computer and it still displays all of the home screen windows of a device to more easily organise your iPad apps from your computer?
I had to organise both my iPads individually.
I had meant to write iPad to be same as iPhone.
it is not easy—at least for me—to move around or group together apps on iPad.
we need for this again to be easy on a Macbook
