Apple Event: May 7th at 7 am PT
I’d down loaded an application #VPN while I was in China last week but it didn’t work so I just deleted the app. I thought that removing the #VPN from my device would be enough but I just got billed today from Apple for the app that I didn’t use and not useful for me. Can anyone help me to cancel this bill for me?

I’ve canceled it already. I wonder if I still have to pay for this bill?
As stated in the Terms, all purchases are final.
You can use the Report a Problem in the e-mail receipt and make a claim.
